جاءت فكرة مسابقة جمال الإبل، ونشأت فكرة مهرجان جائزة الملك عبدالعزيز لمزايين الإبل، وبدأت برعاية ودعم من صاحب السمو الملكي الأمير مشعل بن عبدالعزيز، الذي أطلق هذه الجائزة منذ العام 1420هـ/2000م، وباتت المُسابقة حدثاً منتظراً في شتاء كل عام خلال الخمسة عشر عاما الماضية من المهتمين بالإبل من التجار والمُلاك، وراح الناس ينتظرونه من عامٍ إلى عام، فانضم للمهتمين بالإبل كثيرًا من الناس، ممن يستمتعون بالفعاليات المُصاحبة لهذا المهرجان، ومن كانوا يستفيدون منه في مصدر رزقهم.
وفي عام 1438هـ صدر قرار مجلس الوزراء رقم (21) وتاريخ 1438/1/9هـ بالموافقة على تنظيم فعاليات جائزة الملك عبدالعزيز لمزايين الإبل والفعاليات المصاحبة له وفق قواعد وضوابط تراعي الجوانب الصحية والأمنية والثقافية، وفي عام 1438هـ صدر الأمر السامي الكريم رقم (3977) وتاريخ 1438/1/22هـ بتولي دارة الملك عبدالعزيز الإشراف والتنظيم للمهرجان تحت إشراف ومتابعة صاحب السمو الملكي الأمير محمد بن سلمان بن عبدالعزيز، ولي ولي العهد النائب الثاني لرئيس مجلس الوزراء وزير الدفاع نائب رئيس مجلس إدارة دارة الملك عبدالعزيز.
وتعاضدت الدارة مع مجموعة من الجهات ذات العلاقة في تنظيم هذا المهرجان وفي مقدمتها وزارة الداخلية التي حددت ضوابط وإجراءات تحقق النجاح والفائدة من تنظيم هذا المهرجان، ووزارة البيئة والمياه والزراعة التي أيضاً أسهمت بوضع ضوابط للنواحي البيطرية لحماية الإبل، ووزارة الصحة التي تتولى جوانب المتابعة للتطورات الصحية المرتبطة بهذه المناسبة، والهيئة العليا لتطوير مدينة الرياض التي تتولى اختيار الموقع والتصميم والتخطيط، ووزارة الشؤون البلدية والقروية، ووزارة الثقافة والإعلام وعدد من الجهات الأخرى. وجميع هذه الجهات تعمل ضمن فرق مشتركة لتنفيذ مهرجان يتواكب مع مكانة المملكة العربية السعودية وحجم المناسبة.
