The Combined Authority (CA) has two major delivery committees: the Investment Committee and the Transport Committee. Other committees have been set up to ensure probity through careful scrutiny of decisions and processes, and strict governance and audit.
The CA is responsible for the £1 billion west Yorkshire Plus Transport Fund, and works closely with business in the region through the Leeds City Region LEP to ensure that business and the regional economy is at the heart of the decisions taken.
Future strategic groups will be set up to deliver on individual aims, for example on quality public transport.
And while the leadership of the CA is from council leaders, local politicians and the public sector, representatives from other partners Ð including the private sector, other public sector agencies and the voluntary sector Ð are key to its success.

With easy-to-use screens, MCard Mobile helps you choose the right ticket for your unlimited bus journeys. There are daily, weekly and monthly tickets available for adults, children aged under 19, students and people aged 19 to 25. The entire range of MCard tickets are accepted on all operator’s vehicles in West Yorkshire, except special services. So you can use your ticket on First, Arriva, Transdev and any other bus companies’ services in West Yorkshire.
MCard Mobile is an easy, quick way to purchase your bus tickets from the comfort of your home or whilst you are out and about. There’s no need to pay with cash, download the ticket to a smartcard or print off a paper ticket. All payments are secure via SagePay and there’s a handy repurchase button on your expired tickets with one-tap checkout, making future purchases quick and easy. MCard Mobile enables you to buy your ticket in advance but activate your ticket when you’re ready to travel. There’s one ticket per transaction and a receipt will be emailed to you.
Once you have registered in MCard Mobile, simply select the ticket you require and enter your name, billing address and payment details. By saving your details, future purchases are made quick and easy.
Your ticket will appear under Available in your Ticket Wallet until you decide to activate it. When activated, your ticket will be ready for use. You must be connected to the Internet when activating a ticket, so perhaps do this before you leave home in the morning and it will be ready for use when you make your journey. Click on your Active ticket and it will show a scannable code and the countdown clock ticks down until 4am the day after your ticket’s expiry date. Simply scan your code on a ticket machine and go.
If you buy a concessionary Under 19 or 19-25 or Student ticket, you may be asked for proof of eligibility when you travel. You can show your Under 16, 16-18, 19-25 or Student PhotoCard or an NUS card, driver’s licence or passport. Mature full-time students need to show their 19-25 or Student PhotoCard.
You need an Internet connection to sign in, purchase and activate a ticket, but you don’t need a connection to view or scan your tickets.
